Institutionality of Valle de Ángeles

The municipal corporation is the main authority of the municipality, supported by committees and local organizations for collaborative work.

Within the municipal structure, the Municipal Corporation stands out as the highest authority of the municipality, with key powers including the elaboration, approval, execution, and administration of the budget; planning, organization, and administration of public services; extensive powers to approve ordinances, agreements, provisions, among others.

Organization and Functioning of the Municipality

In addition to the Members of the Corporation, the municipality is organized into support units or departments such as Secretariat, Treasury, Cadastre, Police Court, Municipal Environmental Unit (UMA), Municipal Technical Unit (UTM), among others.
The Municipal Development Council (CODEM)

The CODEM is a figure that is part of the Valle de Ángeles municipality, as it is legally stipulated by the Municipalities Law, and it is incorporated with the purpose of expanding the spaces for citizen participation in the Municipal Government. According to the law, the CODEM is a technical advisory body that contributes to making the management of the Municipality more transparent, merging efforts, and functioning as an important advisor for decision-making.

It should be organized by representatives of various community organizations appointed by the Municipal Corporation. The number of members cannot exceed the number of councilors in the Municipal Corporation. CODEM members do not receive payment for their services but may attend Corporation sessions when invited, with the right to voice but not to vote.

The Municipal Commissioner

The Municipal Commissioner is a new figure established by the Municipalities Law. It is a mandatory election proposed by the organized Civil Society to the Municipal Corporation. From a minimum of four proposed candidates, one is chosen following the Open Council procedure. The rights and obligations of the Municipal Commissioner are clearly defined in the Municipalities Law.

Auxiliary Mayors

Auxiliary Mayors are delegates of the Mayor and serve as their direct representatives in the assigned jurisdiction. They are appointed by the Corporation based on the Mayor’s proposal, who selects them from a list proposed by the Organized Civil Society of their neighborhood or community. The rights and responsibilities of Auxiliary Mayors are contained in the Municipalities Law.

Education

Valle de Ángeles has several educational institutions of different types of education (technical, formal, etc.).

Secondary Education Level

At this level, there are three educational centers with an enrollment of approximately 1,182 students (47% female and 53% male) and 82 teachers. Social Infrastructure

Valle de Ángeles not only has craft stores and restaurants, as some may think, but it also has social infrastructure that covers various areas such as religion, citizen participation, among others.

National Services

The community has multiple services provided by the public sector aimed at ensuring that the community has basic services, education, judiciary, etc. This prevents residents of Valle de Ángeles from having to travel to the capital city as they used to in order to receive any service.
